State Assemblyman Steve Hawley says the dysfunction in Albany has reached what he calls, a breaking point.
The Batavia Republican took aim at a piece of legislation that came before the assembly yesterday afternoon.
Hawley said in the midst of a budget crisis, the assembly leadership brought to the floor a vote on legislation to save - seahorses
Hawley said the assembly should be working around the clock until the budget is passed.
He said he voted "no" on the seahorse legislation as a protest of the "dysfunctionality in the State Legislature."
